Learning unit contents

The aim of the Political institutions course is to understand and analyse the power relations between the different players in the Belgian political system, based on the rules of public law and constitutional law. More precisely, the course will be dominated by two major themes during the 2017-2018 academic year. On the one hand, students are gradually led to understand and analyse the balance of power in Belgium, based on constitutional standards. On the other hand, students will be introduced to the main principles of political negotiation in Belgium (in the federal state, the federated entities and local government).

Learning outcomes of the learning unit

By the end of the course, students will be able to master how Belgian political institutions function while precisely identifying the power relations between political players. These outcomes will be conveyed by their ability to: - understand the constitutional, legislative and regulatory standards that structure the balance of power and political negotiations. - study and analyse the power relations between the different political players.

Prerequisite knowledge and skills

Students must take the part dedicated to Constitutional law to be able to take the course relating to Political institutions.

Planned learning activities and teaching methods

The learning activities and teaching methods are as follows: - lectures based on numerous scientific articles; - a conference given by a guest speaker; - documents are given to the students who must read and analyse them. Students are therefore asked to read certain documents before each session.

Assessment methods and criteria

Assessment consists of a written exam. During this exam, students are asked to answer open comprehension and analysis questions relating to the balance of power and political negotiation. The following criteria apply to the assessment: 1) understanding the constitutional, legislative and regulatory standards and 2) analysis of political games based on these standards.
