Learning unit contents
This course introduces the main conceptual and institutional frameworks of international health governance. It provides context for national, supranational, private, and nongovernmental actors, as well as the policies, regulations, and initiatives that shape global health action.
The course covers fundamental concepts related to the organization of health systems, primary health care, universal health coverage, health financing, and the planning cycle. It also places significant emphasis on methods for evaluating public health programs, indicators, data sources, theoretical approaches, and case studies in global health.
Learning outcomes of the learning unit
By the end of the course, students will be able to identify the main concepts related to the organization of health systems at the international level, analyze their interactions, and critically discuss the actors, stakeholders, frameworks, and instruments involved in this field.
More specifically, the course aims to develop a structured understanding of the governance, funding, planning and evaluation of health interventions, by drawing on theoretical and methodological tools applicable to the analysis of health systems and programmes. This requires a nuanced understanding within a complex context (1) whose intricacies are manifold and must be analysed, (2) in which processes are varied, and (3) for which solutions (sometimes very different, or even contradictory) may be proposed.
These skills will be essential for the integrated exercise offered as part of the elective at the end of the year (SANT4021).
Prerequisite knowledge and skills
The course builds on the knowledge acquired in the first block of the Master's program in Public Health Sciences, particularly regarding health systems-including their organizational models, management, and sustainability-integrated approaches to health, and analytical methods applied to public health.
Students will be expected to apply their knowledge of public health-and more specifically, their knowledge of the Belgian health care system, the organization of health care systems, and the quantitative, qualitative, and economic methods covered in their coursework.
Planned learning activities and teaching methods
Learning activities include seminars, supervised assignments, theoretical presentations, group discussions, case studies, and group exercises. The pedagogical approach emphasizes active learning and the application of concepts to real-world public health situations.

Course materials, notes, recommended readings, and supplementary documents are made available to students via MyULiège and e-campus, depending on the progress of the sessions and the educational needs of the module.
Exam(s) in session
Any session
- In-person
written exam AND oral exam
Further information:
Assessment is based on a combination of a group exercise, the results of which are to be presented as part of the lessons taught by Prof. Elisabeth Paul and which accounts for 20 per cent of the final mark, and the remaining 80 per cent is assessed via an oral examination held in person during the examination session (January and/or August). In accordance with the procedures specified by the teaching team, the examination comprises one or two questions which students may prepare just before defending them during a discussion with the examiner(s), which will provide an opportunity to cover other aspects of the subject matter. The conditions for accessing supporting materials will be defined in advance.
