Learning unit contents
Three modules and a speaker provide an opportunity to discuss, in the context of ex cathedra presentations and research work to be presented and discussed :
- The general framework of the subject (main factors and knowledge), international (European Convention on Human Rights; EU Law) and national (acts of Parliament enacting the federalisation of the Belgian State; royal decree on the general principles) of the law, as well as the principles governing the individual or collective relationship between an employer and his employee(s) (difference between civil service and labour law) ;
- the organisation of the career of the civil servants (nomination, promotions, remuneration, pension, etc.);
- the prospect of equality and non-discrimination, duration of the service, disciplinary regime of contractual agents, unilateral modification of the contract and breach of the labour contract.
Through these modules, the strategic and political choices made within the framework of the implementation of public service policies will be discussed during the presentation of the written works.
Learning outcomes of the learning unit
At the end of this course, students should be able to:
. master the key concepts of the subject from a theoretical and practical point of view; and to apply to concrete situations seen and discussed in class and during written works;
. evaluate critically the existing legal solutions, disputes and systems reviewed throughout this course;
. make out their personal opinion and defend it in writing and orally in accordance with the standards of their specialisation (law, political sciences, management of human resources)
.identify the roles and missions of the Director General, draw up the contours of the status in the local public services and identify the power relations between public officials and the Director General.

The course consists of :
· three modules presented in class ex cathedra
· an external speaker presenting the methods and challenges of the local public serve
· the realization and the interactive and critical presentation of works related to the exposed modules
