THE COURSE IS NOT ORGANISED IN 2019-2020
The course will cover recent theories of the on going transformations of the state : - Reforms derived from the New Public Management trend; agencification and contractualisation; strategic management and performance evaluation - Reforms of the public services and professional changes for public servants - Transformation of the politics / administration relationship - Administration in multi-level environment.
Learning outcomes of the learning unit
Develop a critical approach of the emerging issues in the domaine of public administration, and the theoretical tools to manage these issues.
Prerequisite knowledge and skills
Planned learning activities and teaching methods
Students have to analyse a question of reform of a public administration (on the basis of a group field research and bibliographic research). It will be presented during the examen(january 2019) and each group of students will have to write a report (no later than 30/12/2018)

Mode of delivery (face-to-face ; distance-learning)
lectures are organised on the basis of a series of articles and texsts (in French and English) and with the participation of external experts. Students have to analyse a question of reform of a public administration on the basis f a bibliogrpahic and field research within a subgroup

Assessment methods and criteria
oral examination : a presentation of the group report and individual questions on this report.
Evaluation : Written document (60%) - group mark
