Learning unit contents
The course seeks to develop critical reflection on the approach to town planning and spatial planning projects based on concrete experiences. It offers theoretical and technical notions that are useful during project elaboration. On this basis, the course aims to develop methodological creativity and a critical approach to urban development in the conception of urban projects, especially when formulating a regional diagnostic study, the composition of the urban environment and landscape, the representation of a territorial project, and the means of intervention.
In particular, the course analyses complex town planning operations (urban renewal, the design of eco-neighbourhoods, urban expansion, etc.). The approach to town planning and territorial development integrates elements of assessment of the impact of the project on the surrounding environment.
The course is structured in five parts:
1. Introduction
- Brief history of the evolution of the urban space and territorial changes
- Concepts of town planning, territorial development and environmental assessment
- Current problems and stakes
2. Approaches
- Theoretical approaches to the urban project: perceived space, planned space and lived space; project areas and interaction of players
- Design approaches: spatial analysis, diagnostic, intervention strategies, implementation of strategies, assessment
- Approaches and social and cultural practices (including participation)
3. Town planning and spatial planning tools
- Institutional framework
- Design of normative tools with different spatial scales
- Implementation of operational tools and project setup
- Territorial management tools
- Other instruments, especially impact studies and environmental assessment
4. Sectorial approaches and applications
5. Special questions asked by the participants
Learning outcomes of the learning unit
At the end of this course, students will be able to:
- master the basic notions used in the elaboration of town planning and development projects
- reflect critically on the town planning and spatial planning project process based on concrete experiences
- develop methodological creativity with a view to solving urban problems
- integrate elements of environmental assessment in the town planning and territorial development approach.

Planned learning activities and teaching methods
The course includes lectures presented in the form of modules. Teaching will involve an alternation of brief theoretical lectures, presentations of case studies (characteristic situations, schematic diagrams, plans, regulations, operational developments) and student contributions (short papers on a theme based on library research). The lectures will be adapted according to the priorities expressed by the students.
Short project and design critical analysis exercises are given during classes. These exercises aren't necessarily included in the syllabus.

Recommended or required readings
Compulsory reading: "Intervention approaches in town planning and territorial development" syllabus, published annually. The syllabus provides a summary of the texts and illustrations presented during classes.
Optional reading: reference bibliography handed out during the course.
Assessment methods and criteria
At the end of the semester, in the form of an oral exam, possibly open book.
The assessment is based on the student's mastery of the knowledge developed during the course as well as their ability to apply it in terms of town planning and territorial development in concrete situations.

Adaptation of teaching commitments following the COVID-19 pandemic for the May-June 2020 session
Teaching methods implemented : distance-learning
Distance-learning via MyULiege and videoconference.
Lectures were given from Feb. 7th to Mar. 6th 2020. The content of the last lecture is available via the powerpoint presentation on MyULiege and in the Syllabus.

Assessment subjects
The evaluation focuses on the knowledge developed in the course and on the capacity to apply it in the field of planning and territorial development in specific situations.
Assessment methods
At the end of the semester, in the shape of a text to give up at least on May 15th 2020 at 12:30. The text contents 3 pages max., topic to define in accord with the Professor.
