Course contents :

| Administrative Law is considered a branch of Public Law. Administrative Law is the body of Law that governs the activities of Administrative Agencies of Government or local authorities.
Administrative Law expanded greatly as legislative bodies created more Government Agencies. In Belgium the Federalisation of the State gave birth to new legislative bodies and therefore to new Agencies, Tasks and Regulations.
As a body of Law, Administrative Law deals with Law and Order, Environmental Law, Town and Country Planning Law, Educational Law, Public Procurements, Municipalities an local Government, Dispute Resolution and Judicial Review...
This course concerns the principles applicable in all matters of Administrative Law and an introduction to the rules in key area.

Learning outcomes of the course :

| The mainest aim of this course is to give students the ability to identify and describe administrative legal problems, to criticize administrative decisions and suggest remedy.
This course deals only with basics of Administrative Law.
The course outline is as follows:
-Introduction
1.- Sources
2.- Administration, Law and order policy, "Service public", Services of general interest, Administrative penalties
3.- Administrative Organisation
4.- Unilateral decision and contract, the Role of Administrative Discretion in the development of Public Policy - Public Procurements - Civil Servants - Real Estate - Takings - Regulatory Takings
5.- Basics of Administrative Dispute Resolution. Administrative Recourses, Access to Justice, Judicial review of Agency Decisions and Liability.

Recommended or required readings :

| 1.- Updated Lecture notes (2014-2015).
Fisrt chapters (Summer 2014) are now available from Liège University Press.
2.- Five major cases, highlighted in the course, complete the Lecture notes. Their extensive knowledge is essential.
3.-An updated Code containing the main administrative Laws is needed.
The cases (2) and code (3) may be used during exams. Use of highlighters and reasonable annotations are not prohibited. |
