Learning unit contents
This course builds on several courses in the political science programme: Belgian political history, public policy analysis, public law, constitutional law, etc. The aim is to introduce you to the challenges of a multidisciplinary subject, at the crossroads between political science and law, but also economics, management, history and sociology.
Through an ex cathedra presentation supported by numerous concrete examples, it aims to provide you with the theoretical references and legal knowledge required to answer questions such as: what is a public administration and how is the Belgian administrative landscape structured? How do administrations function, in theory and in practice? Who are the people giving them life on a daily basis, from ministers and their cabinets to citizens and (senior) civil servants? What is the status of these actors and what relationships do they have? What knowledge and instruments do they use to carry out their tasks? What is the role of administrative law and how has it evolved in relation to managerial principles?
Learning outcomes of the learning unit
At the end of this course, you will be able to understand, explain and illustrate
- Theories of public administration (administrative traditions, the Weberian bureaucratic model, New Public Management) and their impact on public administration in Belgium;
- The organisation and functioning of the political and administrative landscape in Belgium (government, ministerial cabinets and public administration);
- The politics of civil service (types of public sector employment, politicisation, senior civil service, representative bureaucracy);
- The politics of public finance (budget, control and audit).
