1. The effectiveness of the strategy of public institutions is not necessarily unanimous.
2. Obstacles to the development of a strategy within public institutions.
-The political decision in relation to the expectations of the citizens
The construction of an expenditure-based budget
-The search for compulsory revenue
The annual or multi-annual budget
-Control of the legality of political actions and budgets by a public body
-Lack of rational choices to balance expenditure and revenue
-Negotiation between members of a government to meet policy objectives
