Learning unit contents

  • Part One: A sequential approach to public action.
  • Part Two: Integrated approaches into the analysis of public policy:
- Rational choice theory. - Neo-institutional approaches - Cognitive approaches
  • introduction to multilevel policy analysis

Learning outcomes of the learning unit

Analysis of public policy requires an examination of the mode of government in contemporary societies in order to ask the basic question: "what do governments do, why do they do it and what do they change?" Public administration and the study of public policy both study the state through its actions, to understand the logic at work in various forms of intervention. After initial lessons on the "Theory of Public Administration", this course will present the different scientific models which aim to assist in understanding the state in action. This is a multi-disciplinary approach and is not limited to a mobilisation of the models developed by political scientists: some of these models were developed in the context of political sociology, others through the study of organisations or the economy. The models have to be understood in order to be used in policy analysis. This course aims to help students acquire the knowledge to describe public action, explain the different stages of the processes of production and the establishment of public policies, with  developing the tools for analysis and building theories which enable an approach resting on the separation of facts and values with a critical distance

This part is theoretical : it is based on the presentation of concepts (with reference to a book) and on the readings of scientific articles (in French or in English)

Assessment methods and criteria

Oral examen
On the basis of the presentation and comments of a text (one of the paper presented during the lectures) selected by chance.
The professor then asks questions on different parts of the lectures (on the basis of the manual) : the student should be able to explain main concepts and theories and to provide examples
