Learning unit contents

  • Introduction to PFM: budget cycle, budget preparation and execution
  • Fiscal Table of Government Operations
  • Medium-Term Expenditure Framework
  • Performance budgeting
  • Specificities of developing countries
  • Management of foreign aid

Learning outcomes of the learning unit

The objective of the course is to initiate students to:

  • First, budgeting techniques used by governments, mostly in low- and middle-income countries, to finance their development
  • Second, the various aid management modalities, and their relationships with State budget

Prerequisite knowledge and skills

There is no mandatory pre-requisite to attend the course.; however, basics in public economics (computation of GDP, etc.) are a plus

Ex cathedra course (1st semester, dates tbc according to lecturer's availability) supported by a PPT presentation and articles
