Course contents :
| This course deals with the political sociology of the global governance of culture - and more specifically the cultural industries (cinema, music, literature) - highlighting the standards and regulations which develop in relationships between stakeholders. The political dynamic which characterises the global governance of culture is closely related to a series of important questions: the phenomenon of economic and cultural globalisation, its repercussions and ways of regulating it; international economic integration; the redeployment of State action on a constantly changing international scene; the role of international/regional organisations and non-governmental actors who play a role in the redistribution of ideas and resources; issues around legitimacy and the dispersion of centres of authority on the international scene. |
Learning outcomes of the course :
| The conceptual bases for this course are drawn from international political economy, the analysis of public policy, the sociology of government, and studies in foreign policy. The course has a two-fold aim:
To highlight the international and regional mechanisms regulating the cultural industries and to analyse its political, institutional and economic dimensions, paying particular attention to cultural diplomacy, international cultural cooperation, issues around cultural exception and cultural diversity, cultural development and digital technologies.
To study the strategies and configuration of stakeholders involved in the global governance of cultural industries - paying particular attention to the local level (Quebec, Catalonia), the national level (United States, France, India, China, Japan), the regional level (the EU, MERCOSUR, the African Union), the international level (UNESCO, the World Trade Organization, the Organisation Internationale de la Francophonie), as well as to industrial and social stakeholders (major Hollywood studios, culture conglomerates, culture professionals). |
