| The course includes the following chapters :
1. Introduction: History and ideas.
2. General framework: European and constitutional.
3. Competence: commune province and CPAS.
4. Legislative and executive bodies.
5. Personnel: legal connection, Nomination and promotion, disciplinary procedure.
6. Competence of the local police: notions, competence of bodies, limits.
7. Finance: budget and accounts.
8. Organization: public service, modes of organization.
9. Legal protection: Preventive and correctional.
10. The goods of the local autorities
11. Contractual aspects |

Learning outcomes of the course :

- The course aims to teach students the principles that govern the law of local authorities. The law applicable in Flanders would not be examined (the law governing local authorities is a regionalized matter). The court tries to detect the principles that are common to the three regional systems (Wallonia, Brussels and Flanders). The objects of the study are the commune, the province and the CPAS.
- The second objective of the course is to show students the growing influence of European law (EU and Council of Europe) even upon local authorities. There will be a specific chapter on European law in line with the subject of the course.
