Part Freedom, security and law in Europe

This course follows the same philosophy as the course on the analysis of European policies, allowing students to understand the gradual creation of an area of freedom, security and justice in Europe, and providing an overview of the ins and outs of this area.
To this end, based on the principles developed in the course on the analysis of European policies - especially the principles underlying the division of powers -, this course aims at presenting the evolution of the gradual "communitisation" of the powers related to the area of freedom, security and justice (Amsterdam treaty). This analysis helps students understand the processes that explain the transition from an intergovernmental management to a community management of issues related to this area (TREVI group, Schengen agreements, "Justice and home affairs" pillar, among others), up until their integration into the Lisbon treaty under a specific title (Title V of the Treaty on the Functioning of the European Union and emphasis on the principle of mutual recognition).

Face-to-face. Students are asked to read a series of documents before each class, and participate in the analysis of these documents during class.

A collection of material will be available online (MyULg) or in printed form (at the "Magasin des Presses"). It includes:
- the slides used in class;
-  a number of decisions by the Court of Justice of the European Union;
-  a number of doctrine texts.
Students are also asked to procure the following book: Michel Quentin, De Lisbonne à Rome. Évolution article par article des traités institutionnels de l'Union européenne, Liège, Presses Universitaires de Liège, 2014.
