Course contents :  
The idea is to invite the students in a reflexive journey in order to gradually lead them to understand the administration as an institution, meanning that it should not be considered as universal but rather as a product of history and society, and as an organisation, meaning that it involves taking into account all the formal and informal relationships that take place in these specifi structures. The final goal is then to invite the students to understand the roles and functions of the public administration and contextualise them within its system of action. Beyond these theoretical approaches, the course also has as ambition to sensitize the students with the questions which arose and which still arise in administrative structures. For this purpose, concrete examples will be mobilized in order to expose, as long as that is possible, the theories mobilized during the class.
Learning outcomes of the course :  
The introductory course to administrative theory aims to answer the challenges and specific questions which students of administrative phenomena may encounter. More specifically, it consist of giving students the theoretical bases required to understand what a public administration is and to identify and understand the current challenges affecting the redefinition of these institutions and structures.
Prerequisites and co-requisites/ Recommended optional programme components :  
The course does not have any specific pre-requisites. However, it should be stressed that the concepts addressed during this course complement all the themes covered in students' curricula, and specifically the concepts covered in the course "Introduction to Organisational Theory", "Constitutional Law" and "Public Law" courses.

Lectures will be given once a week on a 3 hours basis.
Recommended or required readings :  
No course notes. Powerpoint slides will be available to students.
Some texts are also distributed.
Reference book and helpful tool: Jacques Chevalier, Science Administrative, PUF, Coll. Thémis, Paris, 2007. (Four copies available at the Graulich library - ULg).
Assessment methods and criteria :  
First and second session: written examination aiming to appreciate theoretical knowledge and their mobilization in case studies and reflexive developments.
