EXCEPTIONALLY THIS ACADEMIC YEAR 2013-2014, THIS COURSE WILL BE TAUGHT IN FRENCH, DUE TO THE LOCAL NATURE OF THE PROJECT DEVELOPED IN THE FRAMEWORK OF THE COURSE. ERASMUS STUDENTS MUST HAVE AT LEAST A GOOD PASSIVE UNDERSTANDING OF FRENCH TO PARTICIPATE TO THIS COURSE.
The « community development » concept refers to a collective action process where community members come together to design and implement sustainable solutions to common problems experienced at community or local level. It ranges from small initiatives within a small group to large (institutional) initiatives that involve the broader community. Community development is a tool for managing change. Its main challenge is building the capacity of the community. It relies also on innovative financing instruments such as social investment. After an introduction to the « community development » and « social investment » concepts, the course will focus on the three following issues: How to design and support sustainable community development processes? How to empower community members in collective action processes?  What can be the specific role of social investment in community development? Classes will include presentation of theoretical elements and case studies brought by both teacher and students. Community development practitioners and social investors will present their own experiences in some classes. 
Learning outcomes of the course :  
Understand the community development concept and give examples of community development processes
Understand the social investment concept (and related concepts such as impact investment, venture philanthropy) and give examples
Analyse the community development dynamics presented in case studies (identify stakeholders, understand respective interests and stakes, organize the interactions between stakeholders)
Based on case studies, assess the investment model underlying a community development project (check consistency between objectives and financial means; between stakeholders' expectations; discuss inconsistencies between objectives and allocated financial means)
Understand the empowerment concept and give examples Assess the empowerment degree of actors in a given project and analyze the empowerment practices
Generate a community development project relying on social investment with reference to an actual case study
