Course contents :  This course aims to provide students with a general overview of the processes of transformation underway in the Public Administration in its widest sense.

These necessary transformations reflect the new political and citizenship dynamics, to which public institutions must respond. The course starts by identifying the particularly emblematic dynamics of this point of view, translated into the actual policies which have been established and the measures taken at all political levels in Belgium. In this context, the main principles behind the design of public policy will be summarised, in combination with the concepts which underlie its outlook and definitions.

These new policies also call upon good public governance. This particularly topical concept will be outlined in terms of its definitions and the principles by which it is applied.

Different aspects of good governance will be set out, with the help of practical cases and examples using the theoretical principles and also using the reality of current and future changes to public administrations:

-The new modalities of following the establishment of public policy. Here the notions of a monitoring document, indicators, mainstreaming, objective-driven approach and in a "project" rationale, contractualisation will be explained in practical terms. These techniques, methods and monitoring tools will be presented in terms of an assessment ???????????


-The new management methods in public administration, in combination with the new political culture. The themes reviewed will be: the principle of company governance in public institutions, the ethics, roles and responsibilities of administrators, communication and transparency.

-The potential for organisational innovation and modernisation in public administration. Or how, concretely, to establish a better service (to the public) and better public management, an increase in internal and external results-based performance, staff and a responsible hierarchy, administrative simplification and greater orientation towards "users".
Course objective :  At the end of the session, students should be able to understand the challenges of transformation in public administration and what they underlie in terms of principles and tools, and be able to develop a critical approach to these challenges which could be adapted and may even contribute to their future professional career.
Prerequisites :  No pre-requisites other than a basic knowledge of the concepts of public administration and an interest in putting some of these into practice.
Workshops :  As well as active participation in case studies and examples accompanying the theoretical sessions, students will carry out two pieces of practical work at home, equivalent to 13 hours of "practice".

The first, at the start of the session, will consist of identifying (and presenting) from all federal, regional and community policies currently in place in Belgium, three policies or measures which exemplify a transformation of political action and a subsequent new administrative dynamic.

The second, at the end of the session, will consist of selecting a public policy or measure currently in place and proposing a concrete example in terms of modalities of establishment and administrative monitoring, taking into account the processes of transformation in place in administrations.
Organization :  The theoretical course of 32 hours will be given during the second term of 2010, by means of two 2 hour classes every second Friday, from the 5th of February 2010.

The pedagogical method will alternate between theory (lectures) and the presentation of practical cases and examples, during which active participation will be required of students.

For the two practical cases, students will have two weeks to carry out their work.
Written notes :  The slides shown during class will be available to students as required.

Reference books and documents may also be recommended during class, to be discussed collegially depending on interest.
Assessment :  Participation during sessions and the presentation of the two practical cases will count for 35% of the final grade.

An oral exam at the end of term will account for 65% of the final grade.
