Course contents :  This course deals with managing the processes involved in town planning or land development on various temporal and territorial scales (regional, inter-communal, communal, local). It focuses on decision-making by a range of actors. It relates to the operational management of territories (co-ordination of actions, administrative procedures and funding mechanisms ...). .
From this perspective, it aims to contribute to learning:
  • how to analyse decision-making processes in the development of projects: Who takes the initiative in projects? Who decides, and based on what skills and/or powers? In what ways are these actors constrained? How can procedures for jointly producing a project, jointly taking decisions, co-operating and mediating be put into place?
  • how to identify the actors involved (political, economic, financial, administrative, technical, community), their roles and their positions
  • how to ensure communication and cooperation between different actors
  • how to master administrative and participative processes
feasibility and assessment case studies of territorial development projects.
Course objective :  To introduce students to the different approaches to town planning and land management projects as processes involving the interaction of actors in a complex decision-making process.
To build an understanding of these decision-making processes and the formulation of strategies tailored to the logic of the participating actors, through sharing professional experiences and taking part in methodological discussions around the main problems of town planning and development.
Prerequisites :  None.
Organization :  Seminar organised by teaching staff including presentations from external representatives, involving student participation.
Assessment :  Compulsory participation in all seminars. Production of a five A4-page file including the analysis of one or more seminars and questions in relation to all themes addressed. Oral presentation.
