Course contents :  Administrative law is considered a branch of public law. Administrative law is the body of law that governs the activities of administrative agencies of government.

Administrative law expanded greatly as legislative bodies created more government agencies. In Belgium the Federalisation of the State gave birth to new legislative bodies and therefore to new agencies, tasks and regulations.

As a body of law, administrative law deals with law and order, environmental law, town and country planning law, educational law, public procurements, communes, provinces and local administrative law, disputes settlement and judicial review...
Course objective :  This course deals only with basics of administrative law.

2.- Sources
3.- Administration, "service public" and "services of general interest"
4.- Organisation
5.- Unilateral decision and contract, the role of administrative discretion in the development of public policy - public procurements - civil servants - real estate - regulatory takings
6.- Law and order regulation
7.- Access to information, Public participation in decision-making
8.- Administrative recourses, access to justice, methods and scope of judicial review of agency decisions and liability.

One aim of this course is to give students the ability to identify and describe administrative legal problems, to criticize administrative decisions and suggest remedy.
Prerequisites :  Constitutional Law and European Institutional Law
Workshops :  L'une ou l'autre séance sera consacrée à des travaux pratiques.
Organization :  Cours ex cathedra le vendredi matin de 9h à 11h, toute l'année.
Reprise du cours le vendredi 25 septembre 2009.
Written notes :  Des notes de cours relatives à certaines parties du cours seront déposées sur MyUlg en temps opportun.

Certaines décisions importantes et l'une ou l'autre note doctrinale, signalées au cours, complètent les notes de cours.

Un code contenant les principales législations administratives et à jour est indispensable.
Assessment :  Examen oral en fin d'année.
