Course contents :  Far from being an accumulation of details that have to be memorised and reproduced, the course is designed as a reflective exercise about the local institutions in the provinces, the communes, as well as the but also the public centres for social action (C.P.A.S.), communal associations, police areas, etc.

The main part of the course is dedicated to the organisation of the communes, which appears as a sort of model of the local institutions, but comparisons are constantly made with the other local authorities.

For obvious reasons, the main part of the course concerns the current Walloon institutions, but it is impossible to understand the legal mechanisms without making comparisons with other eras and other systems: in the two other Belgian regions of course, but also in the other European states, and even elsewhere.

The lecturer and the external experts who sometimes intervene are essentially practitioners. That is why
the course is illustrated with practical cases regarding local powers as often as possible.
Course objective :  The main aim of the course is to better understand:
- the origin of the local institutions,
- the stakes and the various possible responses to each of the questions,
- the fundamental concepts,
- provincial and communal interests,
- decentralisation and devolution,
- local autonomy and supervision,
- the methods to manage provincial and communal missions,
- modernisation in progress.

The subject has been divided into ten basic themes.
- General and historical presentation of the Belgian local authorities, and their place in the Belgian federal state, and definition of a province, a commune, a C.P.A.S., etc.
- Supervision of the acts in the provinces, communes, etc.
- The management instruments in the provinces, communes, etc.
- Local authority staff.
- The local public finances.
- A number of consideration concerning provincial and communal finances.
- The methods of managing the missions.
- The transparency of the local authorities' actions.
- Police missions.
- The social action.
- The administration of local religious institutions.

Organization :  A 30-hour course, given during the second semester of the academic year.

Assessment :  The oral exam lasts more or less thirty minutes. Students may bring any texts and course notes they consider to be useful. The ability to use them correctly is also an element in their favour.
