| Course contents : | The aim of the course is the writing of documents of the proceedings brought before the Council of State in the field of Town and Country planning Law and Environmental Law. |

| Course objective : | Improvement of skills in the field of the judicial practice of the Administrative Law |

| Prerequisites : | Prérequisite : successfully passed the Cours de droit administratif and Cours de droit public des biens et de l'environnement. |

| Organization : | 1.- After an introduction, Students will be invited to write a pleading to bring an action before the Council of State. An administrative Act handed down in a case shall be presented to them. The exercise includes the difficult scooping of the legality and the designation of the party against whom the application is made and of the pleas in law on which the application is based;
Pleadings will be emailed and discussed.
2.- In this second part, the Student will act as the defendant and lodge a defence, stating the arguments of fact and law relied on. An administrative file shall be provided.
Pleadings will be emailed and discussed.
3.- Then a decision of Court will be written and handed down by the Student. Email and discussion will take place.

| Written notes : | The administrative decision and the administrative file will be supplied. |

| Assessment : | The ex cathedra courses will be limited to the barest essential. The main part of the course will be the exercice of writing and then discussing about. The dates and times of the course sittings shall be scheduled after consultation.
Participation into the course and quality of the writings are the main part of the mark that will be fixed after a final and one to one discussion. |
