Agricultural Policies

Course contents : The first part of the course addresses the agricultural policies of the European Union. Its goals, tools, operation and the budgetary and monetary problems that it raises are analysed. The axes of its reform are also examined. The second part addresses the agricultural and food problems in developing countries and the agricultural policies implemented or to be implemented to promote the development of the agricultural sector and the resolution of food problems.
Course objective : To deepen the understanding of a huge paradox at the global level: the simultaneous existence of, on the one hand, agricultural policies aiming to avoid too large surpluses in industrialised countries (which, in terms of expenditures, account for about one half of the expenditures of the European Union); and, on the other hand, of chronic food deficits in many developing countries.
Prerequisites : Introduction to the political economy.
Organization : Lectures.
Written notes : Various documents will be handed out to students during the classes.
Assessment : Exam on:
1. the whole syllabus covered during classes
2. the "collection of texts", which can be used during 20 minutes at the exam.
