| Course contents :
| This course is devoted to the legal aspects of public finance. Another course, called "Public Finance" given by Professor B. JURION focuses on the economic analysis of public finance.
Thus, we concentrate mainly on the legal rules relating to the budget, the way a budget is prepared, adopted and executed, as well as the legal framework of public borrowing.
This analysis is done at the Belgian level, federal State, Communities and Regions.
A collaborator, auditor at the Audit Court of Belgium, brings his practical experience. | |

| Course objective :
| There are two main goals perused. The first one is theoretical. Everyone interested in public and political life, be it a lawyer or a student in political science, should be aware of the system of complex legal rules relating to the public spending.
On a more practical level, this matter is very often part of the various exams organized in order to enter the administrations and the public sector. | |

| Prerequisites :
| Especially for foreign and SOCRATES students: admission on an ad hoc, case by case basis | |

| Organization :
| Annual course; 1 1/2 h lecture weekly.
As there are not too many students (about 20), all questions may be directly discussed during the lectures. | |

| Written notes :
| There is no full written text of the lectures. Students must take notes personally. Active presence is thus indispensable. There is a CD-rom at the disposal of the students containing many examples and various illustrations of the matter. | |
|  | | |
| Assessment :
| The exam is "open book". The student must bring all the relevant material (personal notes, files, legal texts, and so on).
The purpose of the exam is less to check more knowledge than to appreciate a real understanding and a sound method of reasoning in the field. | |
