| The course is held every even year (2016-2017,2018-2019,...). For the last ten years, the energy question has been a subject of debate in Europe. The Suez crisis in 1956, the Arab oil embargo of 1973 and more recently the conflict between Ukraine and Russia have rung alarm bells for the security of the energy supply of the European Union. Having been relegated to the margins of European treaties for a long time, energy policy is today an integral part of the treaty of Lisbon. Due to its environmental dimension, it can also be associated with the fight against global warming today. Having an impact both on the environment, the common market and agriculture, it is more and more at the crossroads of policy. From this viewpoint it can easily be considered as transversal policy. Emphasis will be placed on the energy situation of the past, present and future. European resources, consumption and production will be studied. The situation of energy dependence will be the common thread. The objective of the course will be to analyze the multiple aspects of European energy (economic, legal and political) while keeping a close look at the power-relations between the member states. Practical examples of the situation in Russia, the USA and China will be analyzed. Finally, the opportunities offered by new energy sources used by the European Union in its quest for energy independence will be studied. | ||||||||

| The course will make it possible to tease out the theoretical tools necessary to understand and analyze European energy policy and to situate it in an international context. | ||||||||

| The course will be comprised of ex-cathedra lessons and one or two lectures given by an invited speaker. The energy question in Belgium will be particularly examined. | ||||||||

| There will be an oral exam based in part on theoretical knowledge acquired during the course. The students will be encouraged to reflect and ask questions on the main energy-related topics. | ||||||||
