Course contents :

Le cours est dispensé en ANGLAIS! The course is held every odd year (2015-2016, 2017-2018, 2019-2020,...). Le cours vise à étudier l'Union européenne comme acteur mondial. Ce cours tente de décrypter le processus décisionnel dans le domaine de la politique étrangère. Cette dernière est ici appréhendée au sens large et ne se réduit donc pas aux simples aspects politico-sécuritaire. Pour ce faire, le cours se propose d'étudier les politique extérieures de l'Union européene (PESC/PSDC, commerce, coopération au développement, ). Le cours vise aussi à analyser les relations de l'UE avec les Balkans (élargissement), avec son voisinage (Europe de l'Est et Méditérranée), avec les organisations multilatérales (OMC), régionales (Mercosur, Asean, ...) et les pays tiers des Amériques, d'Afrique et d'Asie. Le cours s'intéressera également aux rapports entre l'UE et les puissances émergentes (Brésil, Chine, Inde, ...). Le cours accordera une particulière attention aux relations entre l'UE et l'Amérique latine. Le cours abordera différentes questions : de quel niveau institutionnel relève la décision ? Dans quelles conditions est-elle prise ? Est-elle toujours rationnelle ? Quel est le poids des pressions extérieures ? Quels sont les acteurs déterminant? Qui contrôle la décision ? Quels impacts internationaux? Quelle est la réelle influence de l'UE dans les affaires internationales Le cours cherchera également à étudier la nature de l'acteur que représente l'UE à travers les théories afférentes.

Learning outcomes of the course :

Ce cours vise à faire mieux comprendre les mécanismes de la décision dans le domaine de la politique étrangère appréhendée de manière large et en relation avec l'Union européenne (UE).

Prerequisite knowledge and skills :

Le cours "International Relations of the European Union" requiert la connaissance passive et active de l'ANGLAIS!
En outre, il est préférable, mais non obligatoire, que les étudiants aient suivi un cours de Relations internationales semblable à celui portant sur "Régionalisme dans la politique mondiale" (SPOL0925-1).

Planned learning activities and teaching methods :

Il s'agira de dispenser un cours ex cathedra tout en suscitant la participation active et l'esprit critique des étudiants.

Mode of delivery (face-to-face ; distance-learning) :

Les activités d'apprentissage prévues et les méthodes d'enseignement sont les suivantes:
1. Cours ex cathedra avec participation active des étudiants.
2. Afin de mieux comprendre la matière enseignée en classe, les étudiants auront lu quelques articles avant le cours hebdomadaire.
3. Le cours s'ouvrira à un nombre limité d'intervenants extérieurs qui donneront des conférences sur des sujets cibles.
4. Une journée sera consacrée à la visite des institutions de l'Union européenne.
5. Chaque étudiant devra faire un travail écrit court sur une thématique qu'il aura préalablement défini avec le professeur durant ses permanences. Le travail écrit sera déposé une semaine avant le dernnier cours. La longueur du travail sera de 2000 mots (environs 5 pages). Le travail pourra être écrit en anglais ou en français.
Il se peut également que les étudiants soit amené à assister à l'une ou l'autre conférence (à l'interieur ou à l'extérieur de l'université) portant sur l'un ou l'autre thème du cours. Il est impératif que les étudiants soient présents au cours!

Pour l'évaluation, le professeur prendra en compte les éléments suivants:
- la présentation orale du travail écrit en première et seconde sessions
- examen oral concernant les cours Ex Cathedra en première et seconde sessions
- questions sur les conférences dispensées par les conférenciers extérieurs en première et seconde sessions
- questions sur les lectures obligatoires
L'étudiant pourra présenter son travail et répondre aux questions en anglais ou en français.

Organizational remarks :

- Pour une meilleure réussite il est vivement recommandé d'assister au cours. D'autant que la matière est changeante. Chaque année de nouveau thèmes ou modifications sont apportées au au cours.

International Relations of the European Union
The COURSE IS GIVEN IN ENGLISH! Ce cours est organisé uniquement les années impaires (2015-2016, 2017-2018, 2019-2020,...). The course attempts to study the European Union as an international actor. The course attempts to unscramble the decision-making process in the field of foreign policy. The latter will be apprehended through a comprehensive approach. In order to reach this goal, the course will analyse the external policies of the European Union (CFSP/CSDP trade, cooperation policies,...). It also aims to analyse the relations of the EU with the Balkans (enlargement), with its neighborhood (Eastern Europe and the Mediterranean), with multilateral organisations (WTO), regional groups and third countries from the Americas, Africa and Asia. The course will also handle the relations between the EU and the emerging countries. It will also pay particular attention to the relations between the EU and Latin America. The course will handle several questions such as: Who are de decision-makers ? In what conditions are decisions made ? Are decisions always rational ? What is the relative weight of lobbying/external pressures ? Who controls the process ? What are the international consenquencies of external policies? What is the real influence of the EU in International Affaires? The course will also analyze the nature of the actor, represented by the European Union, through different theories.
