Course contents :

| The course will cover recent theories of the on going transformations of the state :
- Reforms derived from the New Public Management trend; agencification and contractualisation; strategic management and performance evaluation
- Reforms of the public services and professional changes for public servants
- Transformation of the politics / administration relationship
- Administration in multi-level environment. |

| Develop a critical approach of the emerging issues in the domaine of public administration, and the theoretical tools to manage these issues. |

Planned learning activities and teaching methods :
 |
| Students have to analyse (groupwork) a question of reform of a public administration (on the basis of a list of proposition given by the teacher): this will be based on fieldwork. It will be presented during the lecture (Dec 2014) : the students will have to write a report (no later than 31/12/2014)

| oral examination : a discussion on an article selected randomly from the reading file; a question on the elements covered during the lectures (restitution)
50% of the final evalution will be based on the groupwork (quality of the analysis, quality of the oral presentation, quality of the written report) |
