Course contents :
 |
| The course deals with the environment in a very broad sense. One part focuses on territory and the other on the environment (horizontal and sectoral policies). The concrete implementation of these policies is examined each time by looking at what this means in legal terms. For each part (territory and environment), it is necessary to begin with the analysis of the policies elaborated on a European level and then study their application in the Belgian federal system and, more specifically, in the Walloon Region.
We begin by studying the European Union's territorial policy and then examine the way in which it is transposed to the Walloon Region. Next we examine the translation of these policies into legal texts, leading to a study of the different planning and authorisation systems (urban development permit and urbanisation permit). This part ends with a session devoted to solving concrete cases.
Another part offers an analysis of several important themes regarding environmental policy, whether horizontal or sectoral, such as classified establishments (IED directive and environmental permit), assessments on environmental impact, information and public participation, soil and air. Once again, the European political and legal context is examined before its implementation in the Walloon Region.
Finally, the players in the field are invited to explain the implementation of these legislations in practice.
The course is held every odd year (2015-2016, 2017-2018...) for the students of master in political sciences. |

Learning outcomes of the course :

| This course aims to provide students with a general overview relating to the main policies concerning the environment and territory. Based on the texts in force, students are required to identify and illustrate the techniques used and initiate an approach allowing them to deal with concrete situations. |

Prerequisites and co-requisites/ Recommended optional programme components :

| None, in principle, but knowledge of the Belgian and European Union institutional system is an asset. These aspects are the subject of an introductory session. |

| This course takes place in the first half of the year and is comprised of 3-hour sessions. It takes place on Friday afternoons from 13.30 to 16.30. |

Assessment methods and criteria :
 |
| There will be an oral open-book exam. Students can bring anything with them that they think might be useful (e.g. annotated legal texts, works, articles, laptop, etc.). Students are assessed on their knowledge and on their mastery of the subject. Therefore, the purpose of the exam isn't to test the their memory but to see whether they master the tools they have been taught, and how they use them to solve a particular problem suggested by the examiner. The same assessment terms apply during resits. |
