Course contents :  
The class is an introduction to the territorial development methods and processes. It aims at familiarizing the student with the various tools and the procedures (sketches, plans, regulations, stimulants vs finance/technical burden, land interventions, financing, ...) used to design and implement urban and territorial development projects at various scales (regional / local).
The class is facing the ways the landscape can be shaped by these tools and procedures.
The approach, essentially operational, aims to be complementary to other types of approach (legal, environmental).
The technico-administrative system as well as the driving socio-political forces mobilized within the framework of the process of development are also a part of the approach.
The synthetic contents of the course are therefore the following one:


  • The organization of the actors taking part in territorial development projects ;
  • The legal framework to control urban and territorial planning in the 3 Belgian regions ;
  • A critical comparative review of the main tools (strategic, prescriptive, operational, other) used for the management and the follow-up of the urban and territorial development in Wallonia and in the bordering regions, with a special focus on the landscape oriented tools.
Learning outcomes of the course :  
At the end of the class, the student will comprehend the socio-political driving forces of any territorial development project and the dynamics generated by such projects.
Furthermore, the student will manage the essential technical bases to develop and to follow-up any planning project or territorial development process, by the comprehensive manipulation of the specific tools adapted to the context, to the program, to the considered territorial level, ...
Prerequisites and co-requisites/ Recommended optional programme components :  
Elementary notions about territorial development project.
Basic notions of the legal context supervising any process of urbanization.
Planned learning activities and teaching methods :  
The class is based on a reflexive approach essentially supported by lectures.
However, the theoretical approach is intended as operational and the lectures are widely illustrated by examples of practical planning and development issues, mobilizing the usual territorial scales.
From this perspective, the learning activities include a critical analysis of a territorial development case study, involving landscape aspects. This analysis will be led in small groups. It will lead to an argued report.
 
Mode of delivery (face-to-face ; distance-learning) :  
Face-to-face teaching + workshop in small groups for the analysis of the case study (method has to be defined by the students in agreement with the teacher).
Recommended or required readings :  
Documents about the analysed case study. Notes synthesizing the lectures.
Assessment methods and criteria :  
Evaluation :


  • The analysis report about the case study has to be delivered before the Christmas hollidays.The report accounts for 50 % of the final quotation.
  • An individual oral test during the session of January, allowing to verify the assimilation of the lectures. The interrogation accounts for 50 % of the final quotation.
