Course contents :
The class aims at familiarizing the student with the various tools and the procedures (sketches, plans, regulations, stimulants vs finance/technical burden, land interventions, financing, ...) used to design and implement urban and territorial development projects (comprising renewal and refurbishment of builded/natural sites) at various scales (regional / local).
The approach aims to be complementary to other types of approach (legal, environmental).
The technico-administrative system as well as the driving socio-political forces mobilized within the framework of the process of development are also a part of the approach.
The synthetic contents of the course are therefore the following one: Chap. 1: The description of the usual models of the urban and territorial development processes ; Chap. 2: The organization of the actors taking part in such processes ; Chap. 3: A contemporary approach to elaborate and implement urban and territorial development projects; Chap. 4: The legal framework to control urban and territorial planning in the 3 Belgian regions ; Chap. 5: A critical comparative review of the main tools (strategic, prescriptive, operational, other) used for the management and the follow-up of the urban and territorial development in Wallonia and in bordering regions.
Learning outcomes of the course :
At the end of the class, the student's awareness will raise about the role he has to play as a professionnal urban planner and the place he has to hold in front of diverse protagonists of the contemporary urban/territorial planning and development.
The student will comprehend the balance of power between the actors and the dynamics generated by their diverse interventions on the territory.
Furthermore, enriched by a concrete professional practice, the course provides the essential technical bases to develop and to follow-up any planning project or territorial development process, by the comprehensive manipulation of the specific tools adapted to the context, to the program, to the considered territorial level, ...
Prerequisites and co-requisites/ Recommended optional programme components :

Basic notions of the legal context supervising any process of urbanization.
Planned learning activities and teaching methods :
The class is based on a reflexive approach essentially supported by lectures.
However, the theoretical approach is intended as operational and the lectures are widely illustrated by examples of practical planning and development issues, mobilizing all the territorial scales.
In addition, the student will constitute a portfolio of critical analyses of the regulatory framework and the usual/best practices in the field of the territorial planning and development, in Belgium or in the bordering countries.

Face-to-face teaching + Personal work for the search and the analysis of the readings (method has to be defined by the student in agreement with the teacher).

Reading list about the professional practices.
Notes synthesizing the lectures.
