The COURS IS GIVEN IN ENGLISH!
However, the knowledge of FRENCH is riquired!
The cours attempts to study the European Union as an international actor. The course attempts to unscramble the decision-making process in the field of foreign policy. The latter will be apprehended through a comprehensive approach. In order to reach this aim, the course will analyse the external policies of the European Union (CFSP/CSDP trade, cooperation policies,...). It also aims to analyse the relations of the EU with multilateral organisations (WTO), regional groups and third countries from the Americas, Africa and Asia. The course will also handle the relations between the EU and the emerging countries. I will also pay particular attention to the relations between the EU and Latin America.
The course will handle differents questions such as: Who are de decision-makers ? In what conditions are decisions made ? Are decisions always rational ? What is the relative weight of lobbying/external pressures ? Who controls the process ? What are the international consenquencies of the external policies?
The course will also analyze the nature of the actor that the EU represents through different theories.
Acquis d'apprentissage (objectifs d'apprentissage) du cours :  
The course aims at promoting a better understanding of decision-making processes in the field of foreign policy apprehended in a comprehensive way and in relation with the European Union (EU).
Prérequis et corequis / Modules de cours optionnels recommandés :  
The course "International Relations of the European Union" requires both the active and passive knowledge of ENGLISH!
It also requires the knowledge of FRENCH!
Furthermore, it is preferable, but not required, that students have completed a cours similar to the following one "Regionalism in World Politics" (SPOL0925-1).
Activités d'apprentissage prévues et méthodes d'enseignement :  
The course is an Ex Cathedra one. It will encourage students to participate. It will also try to develop students critical thinking skill.
Mode d'enseignement (présentiel ; enseignement à distance) :  
Ex Cathedra lectures though students are warmly invited to participate. If the opportunity arises, there will be external interventions. It is also possible the students will have to follow a couple of conferences related to topics tackled during the course. The presence of the students is needed
Lectures recommandées ou obligatoires et notes de cours :  
The course is based on notes prepared by the responsable of the course. Obligatory readings for the exam:
Sebastian Santander (coord.), Puissances émergentes: un défi pour l'Europe?, Paris, Ellipses, 2012, 381 p.
  The reading is available at "Point de Vue" (Campus: Sart Tilman) and at Pax Libreary (downtown).
Other obligatory readings in english and french will be given during the course.
Modalités d'évaluation et critères :  
Written examination both in the first and second session: open questions (and may be some multiple choice questions).

- To succeed the exam it is highly recommended to attend the course. New issues are tackled each year during the cours. - At the end of the cours, students will have the plan of the cours. The document will be available on MyULg.
The course is held every odd year (2015-2016, 2017-2018...).
