Course contents :  
The Paris Agenda and the effectiveness of aid

The course aims to provide students with an overview of the "new paradigm" of international assistance, translated into the Paris agenda for aid effectiveness and new aid modalities it encourages. Issues dealt with in the course include:
- The origins of the new paradigm, stemming from evaluations of aid effectiveness and criticisms against traditional modalities (development projects and structural adjustment programmes)
- International commitments in favour of aid effectiveness, especially the Paris Declaration (2005), and what it concretely implies in practice as for cooperation
- The aid modalities privileged by the Paris Declaration, in particular sector-wide approaches andn budget support, and what it implies in practice

The objective of this session is to help students develop a critical opinion about how to cooperate, and to understand how the new aid modalities function.
