 |
| The course focuses on the best way resources can be used and on the part public authorities can lay in this respect. This analysis is applied to the field of transports (urban, regional, national, and international transports, by road, sea, river, air and rail). The issues such as the following will be discussed: factors that can account for transport expectations, externalities and public intervention, optimal fare system (marginal cost, "second best", peak hours/ off peak hours, in traffic congestion, etc.), choice of infrastructure to be invested in, assessment of the relative performance of private companies and public services publics, public policy,... |
