Course contents :  This course is teached in Sofia (Bulgaria) for students selected by IFAG (Institut de la Francophonie pour l'Administration et la Gestion).
It treats the main topics of handbooks in Public Finance: aims of the public sector; market failure (public goods, externalities, congestion costs, ...); public choice; fiscal federalism, decentralization and internationalization of public finance; public firm; cost-benefit analysis; tax analysis (equity and efficiency; optimal commodity taxation and optimal income taxation; tax expenditures; taxes and inflation; tax policy and environment; tax policy and family; selective sales tax; ...).
Course objective :  To give to students in european public management the basic knowledges to have a share in the discussions on the internationalization of budgetary and tax policies.
Workshops :  There are no workshops.
Organization :  The course is organized in seven or eight days following a schedule fixed by IFAG.
Written notes :  Written notes are distributed to the students.
Assessment :  Written exam following the terms and conditions fixed by IFAG.
Written tests, during the course, with exemptions.
