Course contents :  The aim of the course is to introduce several issues related to the allocation of resources available to public authorities. It combines a theoretical approach with some practical applications, particularly in the field of transportation.
Course objective :  The course focuses on the best way resources can be used and on the part public authorities can lay in this respect. This analysis is applied to the field of transports (urban, regional, national, and international transports, by road, sea, river, air and rail).
The issues such as the following will be discussed: factors that can account for transport expectations, externalities and public intervention, optimal fare system (marginal cost, "second best", peak hours/ off peak hours, in traffic congestion, etc.), choice of infrastructure to be invested in, assessment of the relative performance of private companies and public services publics, public policy,...
Organization :  Students are requested to participate actively in the course, which consists of interactive lectures and presentations prepared by groups of two or three students (on topics related to the European transport policy).
Written notes :  Photocopies of various documents related to the discussed issues will be handed out.
Assessment :  Evaluation is based on a written examination, the presentation in class, and involvement during the year. See "Remarks" here below !
