| Course contents : | This course examines the different methods of intervention in the process of creating the urban form by reconstructing them through active approaches to spatial planning.
Stakeholders, their role and decision-making mechanisms:
Identifying the actors with power and describing their role - concept of governance - description of the political-administrative system - decision-making mechanisms.
The role of the architect, the town planner and various experts.
The role of the citizen and pressure groups - participative approaches.
Approaches to spatial planning:
Context and the process of spatial planning - types of planning and approaches to them: helping decision-making, action strategies, implementation tools, management and evaluation.
The legal system and land development in the Walloon region:
Composition of the "Walloon Code for land development, town planning and natural heritage" - examination of various legal instruments, their role, their extent, their field of application and conditions for effectiveness - procedures for delivering town planning and building permits. |

| Course objective : | The architect is one of the actors involved in the definition of the urban form. Architects also have significant social responsibility. Designing projects on the urban scale, architects participate in the process of public decision making in the collective interest.
The aim of the course is for students to understand the role that the town planning architect plays in this process and to identify the constraints upon them. |

| Prerequisites : | Course in methodology and the tools of town planning and land development from the 3rd Bachelors. |

| Assessment : | Oral examination. |
