| Course contents : | The course analyzes and criticizes tools and methods of the urban and land-use planning. It presents the urban and territorial project as a process:
1. Temporally determined,
2. Answering actors' stimuli,
3. Generally forced by a legal and administrative frame set by the public authority as guarantor for the general interest,
4. Using for its implementation various tools, in or outside the field of the territorial planning policies. |

Chap. 1: The models in town and land-use planning projects
Chap. 2: The actors of the urban and territorial planning projects
Chap. 3: The contemporary approaches in urban and territorial projects
Chap. 4: The legal frame of the territorial development
Chap. 5: The territorial development tools
The course's ambition is to familiarize the student with the various processes of decision-making, as well as of elaboration and follow-up of urban planning and territorial development projects considered at the different scales.
We'll therefore:
- Define the organization of the actors participating in the process of the territorial development and describe main management tools used in such urban and territorial development (the strategic tools, the normative tools and the other operational instruments) ;
- Propose an all-embracing vision of the planning and the territorial development system (hierarchy of the documents since the European scale until the local level) as well as study the particular forms under various administrative conditions (Wallonia and bordering region / states);
- Propose an approach complementary to the legal one, focusing on the elaboration, the presentation and the implementation of plans, sketches, regulation and other relevant documents.
Due to a various audience, the course combines two complementary approaches:
1. An informative approach for the students in architecture and engineering focusing on the processes;
2. A professional oriented approach for the Master's degree in town and country planning, focusing on the manipulation of the tools specifically used in Belgium. |

| Prerequisites : | Basic notions about territorial development projects |
 |
| Workshops : | No practical class. However, the theoretical course is widely illustrated by the concrete study cases at various territorial scales. |
 |
| Organization : | First semester, on Wednesday afternoon from 2:00 pm till 6:00 pm |
 |
| Written notes : | The lecture notes are available by the holder. |
