Course contents :  1. Spatial planning: scales, methods and issues
- At the origin : correcting regional disparities and coordinating infrastructure at national scale: example of France; than European scale the Regional Policies
- the sub-regional scale - planning for land-use designation;
- the scale of villages and urban neighbourhoods: implementation plans and urban design.
2. "Strategic" planning
- the local community level: fine-tuning land-use designation in space and time, public development initiatives and planning by-laws;
- the regional level: Issues in the Walloon strategic planning policy document (Schéma de Développement de l'Espace Régional);
- the European Union level and the ESDP European Spatial Development Perspective
3. Overview: town and country planning methodology and trends; the role of environmental management in land-use policy.
4. Legislation and institutions involved in land-use planning in Wallonia: tools and how they interact.
Course objective :  - Comprendre pour chaque échelle territoriale le chaînage conceptuel allant du diagnostic, de ses indicateurs, de ses valeurs et des enjeux territoriaux qu'il permet de mettre en relief, aux objectifs et politiques d'interventions se caractérisant par des outils de gestion spécifiques à chaque échelle et problématique.
- Evaluer la portée de chaque outil.
- Comprendre la complémentarité des échelles territoriales et de leurs outils spécifiques pour la gestion des territoires.
- Evaluer les propositions d'aménagement par anticipation de leurs conséquences en se basant sur les connaissances acquises des processus en oeuvre dans le territoire : tant sociaux, qu'économiques et environnementaux.
After completing the course the student is expected to
¿ to understand, for each scale, the conceptual sequence from the diagnosis and its indicators, values and highlighted territorial issues to the intervention objectives and policies characterised by specific management tools
¿ to assess the scope of each tool
¿ to understand the complementarities of the territorial scale and their specific tools for the territories management
¿ to assess the development proposals trough anticipation of their consequences based on the acquired knowledges of the social as well as economic and environmental processes operating on the territory.
