| Aperçu général : | Regulation and competition policy are designed to reduce the market power of dominant firms. Regulation refers to the case in which a firm detains monopoly power and its actions are directly under a regulator's oversight. Competition policy (or antitrust) is design to prevent firms from taking actions that increase market power in a detrimental way (Cabral, 00). In this cours, we review the basic principles of regulation and competition policy. In a first part, we focus on the three main fields of competition policy: cartels, merger control and abuse of dominant position. Main antitrust cases from Europe will be used to illustrate the striking features of competition policy. In a second part, we study the principles of incentive regulation and illustrate these principles with current regulatory practices. Finally, we analyze in depth the liberalisation policies undertaken by the EU (telecom, energy, transport, postal sector). |

| Organisation : | Classes take place every week. In addition, the students will be asked to write and to present an essay on one of the topics. |

| Evaluation : | The evaluation will be based on an examen and an essay. |
