Analysis and Monitoring in European Educational Systems

Course contents : This lecture aims at:

- making the students learn what monitoring of education systems are

- relating the regulation modes of education systemps and structural and functioning features of those systems

- making the students think about how monitoring can improve effectiveness and equity of education systems.
Course objective : The following chapters are developed:

- A framework for monitoring education systems

- Legal aspects of monitoring in the French Community of Belgium

- Monitoring, external assessment and regulation modes in various European education systems

- Indicators in education

- Which assessments for students, teachers, schools ?

- How to assess "added value" by schools ?

- Sectorisation or catchment area ?

- Additional means for schools or pupils with special needs.

- Political stakes of monitoring
Prerequisites : Analysis of education and training systems (Prof. J. Beckers)
Workshops : The content of practical works will be communicated at the first lecture.
Organization : The lecture is organized as a seminar with students' active participation, participation of several "invited speakers" - for instance researchers involved in external assessments, building of national or international indicators, international comparative studies, ...
Written notes : A folder of several papers will be available and additional lectures will be recommanded.
Assessment : Oral and written examination with all documentation available.
