European Law I: Foundations

Course contents : The four main topics of the course are: the 'horizontal' division of competences between the institutions of the European Community (including legislative and administrative decision-making), the 'vertical' division of competences between the European Commu­nity and the Member States (principles of legality, subsidiarity, etc., both in the internal and external context), the judicial enforcement of European Law (infringement proceedings and claims before national courts) and the position of the citizen in the European legal order (fundamental rights, review of EC/EU action).
Course objective : This course is devoted to an in-depth study of institutional EU law, within the broader perspective of EU law. Building on basic instruction in EU law, it seeks to bring the students up to the level where they could handle institutional EU law matters in a professional or academic context.
Prerequisites : A good knowledge of English
Organization : Course to follow to the University of Maastricht
Teaching time : 31/10 untill 23/12 - Examination during the last week (If failed, second chance during the week of 10 April)
Assessment : written examination
