Course contents : As its title indicates it, this course is devoted to the Institutional Law of the European Union and will comprise the following chapters:

I. History of the European integration

II. The institutions (the European Parliament, the Council, the Commission, the Court of Justice, the Court of Auditors) and other bodies and Committees (European central Bank, European Investment Bank, Economic and Social Committee, Committee of the Regions...) of the European Union

III. Some important principles or mechanisms of Community Law (conferral of powers, subsidiarity, proportionality, duty to cooperate in good faith, enhanced cooperations,...)

IV. Sources of Community Law (primary law of the Treaties, general principles of law, acts of the European institutions, case law of the Court of Justice)

V.Relationships between the Community legal order and the national legal orders

VI. Introduction to the procedures based on European law brought before the European Court of Justice or the national Courts.
Organization : 1st semester
Written notes : The documents which must or will be at the disposal of the students will be the following ones :

o UE and CE Treaties

o the Treaty establishing a Constitution for Europe

o a course framework with the six chapters mentioned here above;

o a collection of documents with various examples of Community Law acts.


The book of Mr. VAN RAEPENBUSCH published in the collection of the Law Faculty of the University of Liège under the title of "Droit institutionnel de l'Union européenne" (4th Edition) enables you to go deeper into the subject matter or to understand it better.
Assessment : The subject matter exposed during the oral course will be considered as matter of exam. The exam will be oral and will take place at the end of the semester.
