Introduction to public law

Course contents : In a strict sense, public law concerns all matters related to the general relationships between Public Authorities and the citizen. Thus, it includes mainly constitutional law, administrative law,
criminal law and law of public finances. From the beginning of the 21st century, one has to add to those branches public international law and European law that have fundamental consequences on the Belgian legal system.

The course will be divided into four parts: the first part will be devoted to the definition of public law, the second part to the analysis of the fouding principles of public law (the principles of the separation of powers,democratie and constitutionalism), the third to the study of public law in the national order (construction,functioning, structuring, regulating and cohesion of the state) and, eventually, the major topics of international law and European law will be considered in the fourth part related to public law in the international order.
Assessment : written exam (first and second examination period)
